BRIEF HISTORY OF THE ORGANIZATION

The District Industries Centre (DIC), Ganjam was established in 1978 with the objective of promoting industrial development and entrepreneurship in the district. Since its inception, DIC, Ganjam has been providing a wide range of support services to prospective entrepreneurs for the establishment and growth of Micro, Small and Medium Enterprises (MSMEs).

Located at the Industrial Estate, Berhampur, the District Industries Centre, Ganjam functions as the district-level implementing agency for various policies and programmes of the MSME Department and the Industries Department, Government of Odisha. It also oversees the implementation of self-employment programmes as assigned by the Government.

At the grassroots level, the Centre actively undertakes investment promotion activities, including the providing handholding support to Entrepreneurs, organization of Seminars, Workshops, Trade Fairs, and Exhibitions in collaboration with different industry associations & stake holder departments. These initiatives aim to encourage entrepreneurship, enhance industrial awareness, and support local businesses.

The District Industries Centre operates as a single-window facilitation hub, offering all essential services and support required by MSME units under one roof, thereby simplifying procedures and fostering industrial growth in the district.

MAIN ACTIVITIES

  1. Resource survey at grass root level & demand survey at grass root level.
  2. Identification of projects with region specific action plan.
  3. Identification of prospective entrepreneurs at grass root level through personal motivation and Entrepreneurship Development Training.

  5. Issue of Entrepreneur Identification Number and Production Certificate.
  6. Recommendation for allotment of IDCO land.
  7. Recommendations for financial assistance to Banks.
  8. Monitoring and technical guidance during implementation of the project.
  9. Recommendations and sanction of various incentives/ facilities under Industrial Policy Resolution of State Government.
  10. Recommendations for obtaining various License/ Registration/ NOC from different organization like:
    • State Pollution Control Board Consent/ NOC.
    • Sales Tax Registration.
    • Mining License.
    • Excise License.
    • Factory License.
    • Explosive License.
    • Storing License.
    • Drug License.
  11. Recommendation for power supply.
  12. Recommendations for allotment of scarce raw materials.
     

SCHEMES IMPLEMENTED

The District Industries Centre, Ganjam at Berhampur provides various support and services are being to prospective entrepreneurs for establishment of Micro, Small & Medium Enterprises in the District through various schemes.

Prime Ministers Employment Generation Programme (PMEGP), Odisha MSME Development Policy 2022, Odisha Food Processing Policy-2022, Industrial Policy Resolution 2022, Odisha Procurement Performance Policy for Micro & Small Enterprise 2023, Odisha Start up Policy 2016, Odisha Export Policy -2014 & Chief Minister’s Scheme for Reimbursement of Interest to MSMEs have been pronounced to provide various incentives to MSMEs for their sustained growth. In addition to this, the Govt. of India have also declared a number of policy initiatives viz, UDYAM Registration, GeM, ZED and Micro & Small Enterprises - Cluster Development Programme (MSE-CDP) etc.  for the growth of MSME sectors.

EASE OF DOING BUSINESS & ROLE OF DIC

GO-SWIFT (Government of Odisha – Single Window for Investor Facilitation & Tracking) is Odisha’s integrated digital single window system designed to streamline industrial approvals, compliances, incentives and project lifecycle services through one online platform. It enables investors to submit a single Combined Application Form (CAF), make online payments, track status, receive digitally signed clearances and access related G2B services — with minimum human interface and time-bound delivery mapped to statutory timelines. The portal also provides information on required clearances, available land banks, synchronized inspections, incentive applications and post-allotment services.

Odisha’s single window mechanism is implemented under the Odisha Industries (Facilitation) Act, 2004 and supported through a three-tier institutional structure:

  • High Level Clearance Authority (HLCA) for mega investments
  • State Level Single Window Clearance Authority (SLSWCA) for larger projects
  • District Level Single Window Clearance Authority (DLSWCA) for investments up to ₹50 crore.

Ganjam district supports business through streamlined mechanisms like the District Level Facilitation Cell (DLFC) and District Level Single Window Clearance Authority (DLSWCA), enhancing ease of doing business via efficient approvals.

DLFC operates at Ganjam's DIC, chaired by the General Manager and including line department officers plus industry representatives. It provides handholding support to entrepreneurs, prepares model project reports, guides problem resolution, and recommends financing from banks. Established since 2014-15, DLFC assists MSMEs with fast clearances, maintaining updated sector data to foster viability.

DLSWCA, chaired by the Collector & DM, Ganjam, handles approvals for investments under Rs. 50 crore using the online GO SWIFT portal and Combined Application Form. It ensures time-bound clearances under the Odisha Industries (Facilitation) Act 2004, eliminating renewal hassles and enabling computerized inspections.

Together, GO-SWIFT provides the digital platform for single-window approvals and tracking, while DIC and DLFC ensure on-ground facilitation and decentralized decision-making, accelerating clearances, reducing compliance burden, and enhancing the business climate for investments across Ganjam.

GRIEVANCE REDRESSAL OF MSMEs 

The District Level Facilitation Cell (DLFC) meetings and District Level Single Window Clearance Committee (DLSWCA) meetings are regularly held to address the grievances of the MSMEs of the District by bringing their problems to the knowledge of the concerned Departments to necessary action by respective agencies. 

Apart from these, many grievances which are either brought to the notice of DIC by Entrepreneurs and Field Functionaries or received form District Administration, MSME Samadhan Portal through DI, Odisha are also addressed promptly by this office to help the MSMEs. 

MONITORING & EVALUATION 

 The District Industries Centre, Ganjam monitors and reviews the implementation of both  State Govt. and Central Govt. Schemes and the functioning of AIOs/ IPOs and other field functionaries,  time to time, through physical meetings as well as through social media platforms to evaluate the  progresses and to identify the actual drawbacks faced by the Field Functionaries in effective delivery of the Scheme benefits to the Entrepreneurs who are the actual beneficiaries and  accordingly remedial measures are taken to improve the DIC functionary.
